Role overview
We are seeking a highly experienced Business Development & Resource Mobilisation Consultant to support our efforts in securing sustainable funding and partnerships.
We specialise in applying cutting-edge data science to harness novel data sources for decision-making in the humanitarian, development and, increasingly, climate resilience sectors. We are expanding our use of artificial intelligence to further enhance the impact of our work.
We have strong connections with existing donors and are looking to broaden our funding base. The consultant will identify and cultivate relationships with new funding sources, including bilateral and multilateral donors, philanthropic foundations, UN agencies, climate and disaster resilience funds, corporate philanthropy, and regional development agencies.
This role will focus on identifying new funding opportunities, engaging donors, and establishing strategic partnerships that increase our revenue and impact. The consultant will play a key role in positioning Flowminder as a leader in leveraging data science for social impact, expanding our work with AI-driven solutions, developing high-value partnerships, and securing funding to scale the organisation’s impact. They will establish relationships with key funders, facilitate strategic introductions, and set up promising engagements for our programme teams to advance.
Key responsibilities
- Expand our donor base beyond existing relationships, via the consultant’s existing networks and through new outreach, targeting key funding sources in applying data science and artificial intelligence in the fields of humanitarian, development, and climate resilience sectors.
- Identify and establish relationships with institutional donors, philanthropic foundations, UN agencies, and corporate partners.
- Facilitate introductions for our programme staff to key decision-makers and leverage networks for fundraising.
- Set up promising engagements for our staff to take forward into project design and contracting.
- Develop strategies to position us as a preferred technical partner for donors investing in AI-driven insights and scalable data solutions.
- Provide strategic advice on funding proposals, donor engagement approaches, and resource mobilisation strategies.
- Craft compelling pitches and effectively communicate how our data science and AI expertise translates into actionable, high-impact solutions.
- Provide ongoing support to programme design and contracting teams to secure funding agreements and successfully land contracts.
Duration & level of effort
- Initial contract duration: six months, with the possibility of extension based on performance and organisational needs.
- Estimated level of effort: 5–10 days per month, depending on agreed deliverables and consultant availability.
Qualifications & Experience
- At least 10 years of experience in business development, fundraising, or donor engagement in the international development or humanitarian, climate and other relevant social impact sectors.
- A strong network with major donors such as institutional donors, philanthropic foundations, high net worth individuals, UN agencies, and corporate partners, and the willingness to leverage these networks to secure funding for Flowminder.
- Proven experience in securing large-scale funding for non-profits, NGOs, or social enterprises for technical projects using technology / data science / digital and artificial intelligence.
- Excellent knowledge of global funding landscapes, proposal development, and donor engagement strategies.
- Outstanding communication and negotiation skills.
- Ability to work independently while aligning with our strategic objectives.
Proposal submission requirements
Interested consultants should submit a proposal including:
1. Technical proposal:

- A cover letter summarising relevant experience and motivation.
- A description of the approach and methodology for the assignment.
- A track record of successful business development and fundraising efforts.
- At least two references from previous engagements.
2. Financial proposal:
- A proposed retainer fee (monthly or per-day rate) with a breakdown of costs.
- Any performance-based incentives or commission-based models (if applicable).
